Job Overview
The Business Development and Government Relations Manager is responsible for developing strategic partnerships, promoting company products, and establishing a robust government relations framework (mainly in education) to enhance the company's growth and regulatory alignment in the targeted markets. This role involves identifying potential business partners, negotiating terms, ensuring compliance, managing governmental relationships to influence favorable policies, and monitoring legislative and regulatory developments that may impact the company.
Additionally, the candidate must possess strong legal knowledge, including experience in law, contract documentation, and business development. The role will require expertise in drafting contracts, creating terms and conditions, and ensuring legal compliance in business operations.
Key Responsibilities
1. Business Partnering Network Development and Management
- Prospect and Onboard New Partners: Identify and approach new business partners, including referral agencies, schools, institutions, organizations, and enterprises, to support the company’s market expansion goals mainly in the Education sector.
- Form and Negotiate Contracts: Establish and negotiate contract terms with potential business partners, communicate regularly with internal stakeholders, close business deals, and monitor those terms and conditions to be complied with accurately.
- Strategic Partnership Development: Cultivate and manage long-term partnerships that align with company objectives and drive business growth.
- Compliance Monitoring: Oversee partners to ensure compliance with legal agreements and maintain brand standards.
- Performance Tracking: Monitor partners' activities to ensure they meet company KPIs and expectations, providing support as needed.
- Market Surveillance: Keep track of competition and report any competitive threats or disadvantages to the Board of Directors (BOD) promptly.
- Brand and Quality Control: Safeguard the company’s brand reputation by ensuring consistency and integrity across partnerships.
- Market Research and Analysis: Conduct research on market trends and competitors, providing data-driven insights and recommendations to the BOD.
- Market Penetration Strategy: Design and execute strategies to achieve targeted market penetration.
- Stakeholder Management: Act as a primary contact point for business partners, maintaining strong, long-term relationships. Accountable for preparing commission reports, invoices, and money collection reports.
- Sales Support: Assist business partners in sales activities to reach mutual objectives.
- Sales Performance Reporting: Compile and deliver weekly, monthly, and quarterly reports on sales performance of business partners.
2. Government Relations Development Mainly in Education (40% of Responsibilities)
- Government Liaison: Establish and maintain relationships with key government contacts and public agencies, particularly in markets where the company operates.
- Legislative Monitoring and Advocacy: Track relevant legislation and advocate for policies that support the company’s mission.
- PPP Project Coordination: Manage Public-Private Partnership (PPP) projects, ensuring alignment with company goals and timelines.
- Regulatory Compliance: Work closely with the Leadership and Legal teams and lawyers to ensure compliance with local and global education regulations.
- Policy and Legislative Analysis: Monitor and analyze policies that may impact the education and startup sectors, offering insights and adjustments to business operations.
- Public Agency Relations: Maintain performance incentives for public agency relationships and ensure alignment with company KPIs.
- Local Government Relations Program: Develop programs to strengthen relationships in regions where the company is active, identifying subsidy and incentive opportunities.
- Representation: Represent the company at government hearings, meetings, and relevant industry events.
- Policy Advocacy: Draft and submit official documents, including position papers, comments, and testimony on policy issues.
- Cross-functional Collaboration: Work with various internal teams to align on government-related initiatives and ensure cohesive strategies.
- Trend Monitoring: Stay informed on emerging trends and best practices in government affairs and public relations.
Qualifications
- Bachelor’s degree in Business, Law, Public Policy, or a related field; Master’s degree or PhD preferred.
- Proven experience in business development, strategic partnerships, and government relations.
- At least 6 years of professional corporate experience, including 3 years in a senior or managerial role.
- Bilingual English and Vietnamese for professional interpretation purposes.
- Strong legal knowledge, including business law, educational policies, regulations, copyright laws, and public policies.
- Experience in contract documentation, drafting terms and conditions, and ensuring legal compliance.
- Exceptional communication and negotiation skills.
- Ability to build and maintain strong relationships with external and internal stakeholders.
- Experience with legislative monitoring, policy analysis, and public affairs.
- Strategic thinking and problem-solving skills.
- Familiarity with the education and startup sectors is a plus.

- Partnership Development Goals: Number of new partnerships formed, contract success rates.
- Sales Performance: Revenue growth from partner sales and sales figure reporting.
- Compliance and Legal Standards: Percentage compliance of partners with contractual terms.
- Government Relations Metrics: Number of positive policy changes influenced, successful PPP project outcomes, and legislative wins.
